2. Project overview

3. Customer introduction
The client company is a modern agricultural enterprise group integrating crop planting, agricultural product processing, agricultural technology research and development, agricultural material services, and commercial circulation. The company concentrates its core advantages to cultivate and expand the "competitive industries" and "competent products" with development prospects. Seven industries including pasture, hops, and potatoes are identified as "fist industries"; eight specialty products including pelletized hops, alfalfa, potatoes, and yellow crown pears are considered as "fist products".
Organic fertilizer plays a very important role in the cultivation of customer company products. It not only recycles the material and energy of agricultural products, but also purifies the ecological environment and regenerates waste resources. On the other hand, the country is currently vigorously promoting green development methods and lifestyles, and the substitution of organic fertilizers for chemical fertilizers is an indispensable part of green development.
After the completion of the project, it will reach an annual production capacity of 24,000 tons of animal poultry livestock manure organic fertilizer pellets. 5. Project public works situation
(1) Water supply
Water supply: Enterprise water supply is supplied by the municipal water supply pipe network. During the operation period of the project, water mainly comes from domestic water and greening water for employees. The domestic water consumption of employees is 0.5t/d (150t/a), and the greening water consumption is 104t/a, so the annual water consumption of the project is 254t/a.
Drainage: The drainage system of this 100 tons per day animal poultry livestock manure fertilizer pellet production project is divided into rain and sewage. The rainwater is collected by the drainage pipe network of the plant and discharged into the rain gutter of the road outside the plant. The domestic sewage discharge coefficient during the operation period of the project is taken as 0.8, and the domestic sewage generated is 0.4m3/d (120m3/a). The domestic sewage of the 100 tons per day animal poultry livestock manure fertilizer pellet making project is treated in a septic tank and used as raw material for the project after treatment and is not discharged.
(3) Power supply
The power supply of the project is drawn from the municipal power line. After being transformed by the transformer in the factory, it can meet the power demand of the enterprise, and the annual power consumption is 150,000 kwh.
The raw materials entering the 100 tons per day fertilizer pellet processing plant and the organic fertilizer leaving the factory are all transported by road. The roads in the plant area are designed to separate the flow of people from the logistics to prevent cross-contamination and strictly restrict vehicles entering the plant.
In order to avoid the peculiar smell of raw material transportation from affecting sensitive points along the transportation route, the environmental impact assessment requires: reasonable selection of livestock and poultry manure transportation routes, and try to choose roads with better road conditions, and avoid transportation through sensitive areas such as main urban areas Route; avoid transportation during rush hours; during the transportation of livestock and poultry manure, strengthen transportation management, transport vehicles are sealed, and omission and throwing along the way are prohibited to avoid secondary pollution during transportation.
6. Project environmental impact analysis
(1) Exhaust gas
The crushing process and granulating process of the animal manure pellet manufacturing project are both set up in the production workshop, and the air collecting device above the crusher and granulator. After the collected dust is processed by the bag filter, it passes through a 15m high exhaust cylinder ( 1#) High-altitude discharge, the treated particulate matter can meet the second-level standard of "other particulate matter" in Table 2 of the Comprehensive Emission Standard of Air Pollutants (GB16297-1996).
The project intends to carry out relatively airtight treatment of the fermentation workshop. After the odor of the fermentation workshop is collected, it will enter the low-temperature plasma device through a pipeline for treatment and discharge at a high altitude through a 15m high exhaust cylinder (1#). , The odor concentration can meet the requirements of the relevant standards in the "Emission Standard for Odor Pollutants" (GB14554-93).
Considering the organized and unorganized emissions of the project, the emissions of particulate matter emitted by the project can meet the monitoring concentration limit of fugitive emissions in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996); fugitive emissions The concentration of NH3, H2S, and odor can meet the relevant standards in the "Emission Standard for Odor Pollutants" (GB14554-93).
The project sets the final environmental protection distance of 50m outwards with the production workshop as the boundary and 100m outwards with the fermentation workshop as the boundary. According to the site survey, there are no sensitive targets within 100m of the project's production plant, and there are no residential houses, schools, hospitals and other environmentally sensitive targets within the environmental protection distance of the construction project, which can meet the requirements of environmental protection distance.
The main wastewater produced by the project is domestic sewage, and the discharge of domestic sewage is 120m3/a. The domestic sewage of the project is discharged into the septic tank for treatment, and used as the raw material of the project after treatment. It is not discharged outside and will not reduce the current surface water quality.
The mechanical noise caused by the production process of the main equipment during the operation period of this project, the noise source intensity is between 70~85dB(A), after sound insulation, vibration reduction and distance attenuation, it can meet the "Environmental Noise Emissions of Industrial Enterprises" Standards" (GB12348-2008) in the category 2 standard requirements (60B (A) during the day, 50dB (A) at night).
In summary, as long as the noise is controlled in accordance with the requirements of this environmental assessment, the noise during the operation period of the project will have less impact on the surrounding acoustic environment.
(4) Solid waste
The solid waste generated during the operation period of this project is mainly collected dust and domestic waste generated during the organic fertilizer pellet production process.
Collected dust belongs to general industrial solid waste, and is recycled as raw material after collection;
Household garbage is cleaned and transported by the environmental sanitation department, and clean up every day.
To sum up, solid waste must be collected in a timely manner and properly disposed of, and it can meet the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" and "General Industrial Solid Waste Storage and Disposal Pollution Control Standards" (GB18599-2001) (2013 Relevant regulations on solid waste disposal in the year revision). The solid wastes of this project are treated and disposed reasonably, so the solid waste disposal measures are feasible and have little impact on the surrounding environment.
Based on the above analysis, the waste water, noise, solid waste, etc. generated during the operation period of this project will not have a major impact on the environment and will not change the environmental quality and environmental functions of the area after the corresponding environmental protection measures are taken. , The construction of this high quality high return 100 tons per day organic fertilizer pellet factory project is feasible from the perspective of environmental impact analysis.
