Recently, in accordance with the relevant provisions of the environmental impact assessment approval process for construction projects, after review, the Bengbu Municipal Government of Anhui Province, China has issued an approval opinion on the environmental impact report of RICHI's annual production of 40,000 tons of duck poultry animal feed manufacturing project.
1. Project overview
This 40,000 tons one year poultry animal duck feed factory project has a total investment of 120 million yuan and covers an area of 150 acres. It is a leading agricultural industrialization enterprise integrating breeding, meat duck breeding, deep processing, cold storage, down product processing and feed processing.
The first phase invested 50 million yuan, mainly to build an annual production 40,000 tons duck feed mill factory and a meat duck slaughtering workshop, quick-freezing workshop, cold storage, office building, dormitory building, comprehensive building and meat duck slaughtering production line with a construction area of more than 20,000 square meters. Article, it can process 100,000 meat ducks per day. At present, the main project has been completed, and the equipment is being installed. It is expected to be put into operation at the end of August.
In the second phase, 700 billion yuan will be invested in new links such as seedling breeding, quick-frozen product processing, and duck down product processing. After the project is put into operation, the annual sales income will be 1 billion yuan, which can attract more than 3,000 people to work, and drive more than 30,000 people around to get rich together.
2. Main environmental impacts and countermeasures and measures to prevent or reduce adverse environmental impacts
(1) Exhaust gas
Exhaust gas during the operation period is mainly the dust generated in the complete poultry feed production process for duck feed, such as feeding, sieving, impurity removal, magnetic impurity removal, smashing, batching bin and cooling, etc. .
①One set of pulse bag filter is installed in the powder feeding and unloading pit, and the exhaust gas discharge workshop after treatment; a pulse bag filter is installed in the pellet feeding and unloading pit, and the exhaust gas discharge workshop after treatment;
②One set of bag filter is installed in the granule, powder and mixed batching warehouse, and the waste gas is discharged into the workshop after treatment;
③One set of bag filter is installed in the poultry feed crushing process, and the treated exhaust gas is discharged outside the workshop through a 15-meter high exhaust cylinder;
④The cooling process is equipped with a cyclone dust collector, and the treated exhaust gas is discharged through a 15m exhaust tube;
⑤The exhaust gas from biomass boiler combustion is treated by a bag filter and discharged through a 25m exhaust cylinder;
⑥The fume exhaust gas from the canteen is treated by the fume purifier and sent to the roof through a special flue for discharge.
The wastewater produced by the project is mainly domestic sewage, boiler drainage and backwash wastewater from the ion exchanger of the soft water station. The oily waste water from the canteen is treated in a grease trap and other domestic sewage is treated in a septic tank and then taken over to the municipal sewage pipe network. The boiler drainage and ion exchanger backwash wastewater is of simple water quality and is directly discharged into the municipal sewage pipe network, and the domestic sewage is taken over Wuhe The county's urban sewage treatment plant will discharge the Huaihongxin River after further treatment reaches the standard.
The noise of this 40,000 tons oer year duck feed mill plant project is mainly the noise generated during the operation of poultry feed equipment such as the primary cleaning of raw materials, poultry feed hammer mill grinder, poultry feed mixing machine, ring die poultry feed pelletizer machine, vibrating screen, fan, air compressor, etc. The source strength is 65-95dB (A). By adopting low- and medium-noise equipment, measures such as sound insulation, vibration reduction, and noise reduction are adopted to reduce the impact of noise.
(4) Solid waste: mainly impurities generated from raw material cleaning, ash and slag from biomass boilers, packaging materials, waste ion exchange resin, and domestic garbage.
①The impurities produced in the cleaning of raw materials are mainly soil and a small amount of metals, and they are uniformly sent to the place approved by the sanitation department for treatment;
②The ash and ash produced by biomass boilers are mainly biomass fuel loose ash, which is applied to farmland as fertilizer;
③Incoming raw materials packaging bags are mainly snakeskin bags, which are collected and recycled by the recycling department for external sales;
④The waste ion exchange resin is collected and recycled by a qualified manufacturer;
⑤The domestic garbage is collected by the trash bins, and the local sanitation department is entrusted with regular cleaning and transportation.
3. Environmental protection standards followed by the annual production of 40,000 tons poultry duck feed business project
(1) Environmental quality standards
①Environmental quality standards for surface water
Implement the Class III water body standard in "Surface Water Environmental Quality Standard" (GB3838-2002).
②Ambient air quality standards
The environmental air quality evaluation in the project area shall implement the second-level standard of "Ambient Air Quality Standard" (GB3095-2012).
③Acoustic environmental quality standards
The acoustic environmental quality assessment of the project area implements the Class 3 standards in the "Acoustic Environmental Quality Standards" (GB3096-2008), and the acoustic environmental quality on the side of the main traffic line implements the "Acoustic Environmental Quality Standards" (GB3096-2008) in the category 4a standard.
(2) Pollutant discharge standards
①Wastewater discharge standard
The discharge of wastewater shall comply with the Level 3 standard in Table 4 of the "Integrated Wastewater Discharge Standard" (GB8978-1996), and also meet the take-over standard of Wuhe County Wastewater Treatment Plant.
②Exhaust gas emission standards
Exhaust gas emission implements the second-level standard and unorganized emission monitoring concentration limit in the "Comprehensive Emission Standard of Air Pollutants" (GB16297-1996). The exhaust gas of biomass boilers complies with the requirements of the "Boiler Air Pollutant Emission Standards" (GB13271-2014) Table 2 of the coal-fired boiler air pollutant emission concentration limits.
③Noise emission standards
During the operation period, the noise in the operation period shall implement the "Environmental Noise Emission Standard for Industrial Enterprises" (GB12348-2008), and the side of the traffic trunk shall implement the "Environmental Noise Emission Standard for Industrial Enterprises" (GB12348-2008) Type 4 standards.
General industrial solid waste implements the "General Industrial Solid Waste Storage and Disposal Pollutant Control Standards" (GB18599-2001) and the Ministry of Environmental Protection Announcement 2013 No. 36 amendment.
